Time question values are decreased by one hour upon form reopening #1075

What steps will reproduce the problem?
1. Answer a time question (e.g. 9:30)
2. Exit the form, saving changes
3. Reopen the form for editing and return to time question

What is the expected output? What do you see instead?
Should see 9:30, but see 8:30 instead.

What version of the product are you using? On what operating system?
1.4.4 (1045)

Please provide any additional information below.
Only happens if form reopened. If form saved and submitted without reopening, 
time value is not affected.

Some more detail:

This happens on my Galaxy S5, freshly factory reset. And on a bunch of Carter 
Center devices. 

BUT it only happens when in phone is in a timezone currently under DST. I 
changed phone to Sydney timezone (currently on DST) and it happens, but not in 
US Eastern, which is not currently on DST.

This is related to https://code.google.com/p/opendatakit/issues/detail?id=1071 
and maybe completely a duplicate. We have not had time to delve into this.
