Localize rule labels #587

What steps will reproduce the problem?
1. Run growl in a non english language
2. Enable rules

What is the expected output?
Rules label's in the notification tab of an applications settings, and in 
forwarding and subscriber tabs on the network settings are localized, 
specifically these strings:
Rule Type:
Rule Entry ID:
Rule Subscriber ID:

What do you see instead?
Unlocalized labels
