If the dock is available to display only, the menu bar item menu is not 
available. Make it available.

If this issue is not resolved, users have no way to get to preferences from the 
dock icon per Yann.

Fixed in source as of [07feb997414b] for 2.2, as well as make preferences 
appear when app icon is activated without either dock or menu item shown.
