Haven should not remain in play when no card is set aside #276

What steps will reproduce the problem?
1.  Play all cards in deck except Haven
2.  Play Haven
3.  End the turn

What is the expected output? What do you see instead?
When Haven is played, there is no card to set aside.  Because of this, Haven 
will have no effect beyond the current turn, and should be discarded along with 
all other cards in play this turn.  Instead, Haven remains in play until my 
next turn.

Please use labels and text to provide additional information.
This is a corner case that is extremely unlikely to occur in a real game.
