AI placed embargo token on Curse pile #324

What steps will reproduce the problem?
Play a game with Embargo.  Chuck (AI) put an embargo token on the curse pile.  
Not sure why Chuck would do this in a game with Embargo, Pawn, Steward, Nomad 
Camp, Cutpurse, Ironworks, Norse Traders, Hunting Party, Library, Counting 
House.

What is the expected output? What do you see instead?
Embargo tokens should be played with more strategy.  This was either a bug or 
more of a dump action if the AI just wanted the +2 coin.

What version of the product are you using? On what operating system?
Androminion 2.2 on Android 4.0

Curses wouldn't ever be bought unless there was a way to turn them back to 
other players.  Cards like Masquerade and Ambassador might accomplish this, but 
still this is a very rare scenario.

There is a valid reason: ending the game quickly. Something like 
village->embargo->embargo both on curses, then use some spare +buy from eg 
market to buy 4 curses->10 curses pile empty. If you were ahead with a gardens 
deck you might want to do this to end the game on piles before your opponent 
does a combo.

Of course, I don't think Chuck(AI) was thinking about that then!
