Sorry, I'm going to close this PR without merging. There are new originalNames at the bottom of this CSV that can be matched to existing commonNames but are not.

I'm preparing to pull in my updated copy of the names file. I had to create this especially for the open source version of this project, because the WSJ version now processes the PDFs directly to extract the names and no longer relies on the State Department's metadata for to, from, or subject for many messages.
