Looks like the search page has changed to https://foia.state.gov/Search/Search.aspx so original download links will not work.

Collections are available at https://foia.state.gov/Search/Collections.aspx

I am unable to reproduce this issue. The scrape completes successfully and PDFs are downloaded.
