Long lables are not completely visible in api latency plot legends #1072

OS, DB, other environment details and versions: Firefox (74.0) and Ubuntu

Still reproduce in "API LATENCY TIME" in the business dashboard. We can support tooltip for legends and limit x-axis tick labels.
