API Availability is not shown in Admin Portal properly #312

Description: When an API with a non-working backend is invoked, Admin portal doesn't show the status as limited.

Affected Product Version: Apim-analytics-2.6.0

Steps to reproduce: Create an API in publisher Subscribe to the API Invoke the API Observe that the status of the API in Admin portal is 'Available' Shut down the backend accessed by the API Invoke the API multiple times Observe that the status is not changed to 'Limited'
