Create data population script for APIM 4.1.0 #1217

Description

Need to add data population script for APIM 4.1.0 for migration testing purposes. This script can be written extending the current APIM 4.0.0 JMeter script in https://github.com/wso2-extensions/apim-migration-resources/tree/master/apim-data-populator for newly added features.
