Creating Applications from Templates does not work in APIM 4.3.0 #3363

Description

Creating Applications from Templates does not work in APIM 4.3.0, this was working up to APIM 4.2.0 and was impacted from 4.3.0.

Steps to Reproduce

Try out creating a new application template, set as default and try to create an application in APIM 4.3.0 and observe the issue/
