UI issue in device enrollment page #1195

Description: The scroll bar is bugged it doesn't appear when using Google chrome. image

In mozilla the scroll bar works but the footer will not move with the window.

JDK version: java 1.8.0_144 Operating System: Linux Ubuntu Databases: H2

Steps to reproduce: go to device enrollment page and add attributes to exceed window size.
