Bug fixes and improvements for Geo fencing #1251

Purpose

Fix build issue due to okhttp & okio
Add location extraction from device properties and deice type specific location retrieval
Prevent duplicate alerts & add device owner field to distinguish events across enrollments
Publish geo alerts to cdm notifications
Update alert messages to convey proper meaning
Fix minor bugs
Performance improvements

Goals

Stabilize the geo fencing capabilities.
