Purpose

Add proper fix for https://github.com/wso2/product-iots/issues/1833

Reverts incorrect commit https://github.com/wso2/carbon-device-mgt/commit/ba8537e1981801cedbae3136495da825acf3768b
Fixed issue in the order of getting pending operations proper way. Actual fix is with commit https://github.com/wso2/carbon-device-mgt/pull/1260/commits/4c7bd0664d936921313f0ff45e7d8d57c23543e1
