Stationary alerts getting generated for all the devices rather than the specified device only #1273

Description: Suppose there are 2 or more devices enrolled namely device1, device2 etc. We set a stationary alert dor 1 device, say device1. Expected result is to see generated alerts only for device1; however actual result is that alerts are generated for all devices which satisfy the alert criteria.

Steps to reproduce: -Set a stationary alert for device1. -Stationary alerts will be genetaed and shown on maps notifications area for other devices as well.
