[OB3] Add the option to send transport certificate as a header to IS

When a proxy is added to IS APIs through gateway, TLS is terminated at gateway and the Gateway transport certificate is passed to the IS. This causes client authentication failures. This PR adds changes required to pass the client transport certificate to the IS as a header.
