Purpose

This PR upgrades the Microgateway Toolkit used in Jenkins during continuous integration to the latest 3.2.0 version. Further, it improves the Dockerfile for the Jenkins Docker image with download support for the Microgateway Toolkit via a URL.

Goals

Upgrade Microgateway Toolkit in Jenkins with Download Support - 2020-08-31

Test Environment

Docker Engine Community version 19.03.5 (both client and server)
