Add wso2-mi-synapse-plugin and add new goal to maven-general-project-plugin #109

Purpose

  1. Add new maven plugin called wso2-mi-synapse-plugin to install the MI Synapse configs to the Maven repository.
  2. Add new goal to maven-general-project-plugin to copy the required registry resources to the build-artifacts folder before installing them to the Maven repository.
