[2.6.x] Implement Service broker #76

Description: It is required to have a Service Broker to provisioning the services offered by the APIM. This enables a single interface which can be used by platforms such as Pivotal to provide our services in a platform-specific way. The service broker should adhere to the Open source Service Broker API specification.

Affected Product Version: WSO2 API Manager v2.6.x

Since, the initial version is expected to be delivered with WSO2 API Management version 2.6.x, changing the issue title.
