[3.2.0] Application Keys are missing in Exported Application

Description:

The Application Keys JSON objects are missing (with --withKeys=true) when trying to export the Application using either API Controller / REST API in API Manager v3.2.0. Please find the reproducing steps below.

Steps to reproduce:

• Start API Manager v3.2.0
• Login to the Devportal and create an Application and generate keys
• Configure API Controller v3.2.1 with the API Manager environment

• Perform the following command to export the Application with the Keys included

  apictl export-application -n ApplicationName -o owner -e apimanager-env --withKeys=true

• Extract the exported Zip artifact and verify the keyManagerWiseOAuthApp JSON object as it will be empty as following

  "keyManagerWiseOAuthApp": {
  "SANDBOX": {},
  "PRODUCTION": {}
  }
