Resource list gets disappeared when hide the TryOut menu from the devportal

Description:

In the devportal after disabling the TryOut menu by following the official document[1], the 'Resource list' in the API Overview page gets disappeared.

Steps to reproduce:

• Login to Publisher, create an API and publish to devportal.
• Hide out the TryOut menu from the devportal by following the steps in [1].
• Login to devportal and observe the TryOut menu is unavailable.
• Go to the Overview page of the API and check on the Resource list.
