Role(s) is a required field when adding a policy for a selected group - UI Error #1649

Description: I have created a group and shared the group with a user role. When I logged in as a user and tried to add a policy to that group it shows that Role(s) is a required field though it's not required. bug_role

Steps to reproduce: Create a group, add devices to the group, share the group with a user role, add a policy to that group (logged in as a user) without filling the Role(s) field and proceed.
