XACML policies are not available for tenants #10310

Describe the issue: XACML policies are not available for tenants

How to reproduce:

Create a tenant
Login to management console in tenant mode
Go to Policy administration
No policies are there

Expected behavior: XACML policies should be available for tenant users.

Environment information (Please complete the following information; remove any unnecessary fields) :

Product Version: IS-5.11.0-beta4
- OS: Linux
- Database: H2
- Userstore: LDAP
