SMS OTP , Email OTP and Magic link is not working properly when multi attribute login is enabled #20033

Describe the issue:

We are not receiving the OTP and the magic link when we use the respective authenticators as the first factor when multi attribute login is enabled.

How to reproduce:

Scenario 1: Email OTP as first factor
- Create application and set Email OTP as first factor
- Create a user
- Enable multi attribute login with email address attribute
- Try to use the email address of the user as the identifier
- The email otp is not received to the respective email.
Scenario 2: SMS OTP as first factor
- Create application and set SMS OTP as first factor
- Create a user
- Enable multi attribute login with email address attribute
- Try to use the email address of the user as the identifier
- The SMS otp is not received to the mobile number.
Scenario 3: Magic link as first factor
- Create application and set Magic link as first factor
- Create a user
- Enable multi attribute login with email address attribute
- Try to use the email address of the user as the identifier
- The magic link is not received to the respective email.

Expected behavior:

The above three flows work fine with receiving otp and magic link.
