[performance testing] Ensure scaling behaviour is observed with horizontal scaling #21513

Describe the issue:

Currently the scaling behaviour (reduction in response time) is not observed in high concurrencies due to bottlenecks outside Identity Server (Ex Database configuration)
These bottlenecks need to be identified and removed to observe proper horizontal scaling before publishing the performance results
