Password recovery not working when redirects from login page with multiple scopes

1. Go to with multiple scope https://localhost:9443/oauth2/authorize?response_type=code&client_id=<>&redirect_uri=<>&scope=openid test test1
   2. Click on sign up and fill the data
   3. Error observed

Could not reproduce this issue with the latest 5.11.0-beta5-snapshot pack. This issue should have fixed with https://github.com/wso2-extensions/identity-governance/pull/315. Hence closing the issue. This issue is a duplicate of this https://github.com/wso2/product-is/issues/6346
