[FEATURE] Handle changes to ACCESS in cube transit networks as changes to pickup_type and dropoff_type in Project Card Creation #121

User Story

As a MTC modeler I'd like to be create project cards with pickup_type and dropoff_type using cube line files where ACCESS node code changes

Priority

Required for MTC contract.

Note currently blocked b/c need to create Cube mixin for project.py first
