Reduce # of changes / make project card more streamlined #18

I think the main issue is that we want to limit the number of distinct changes so that we don't end up with something as overwhelming as the wideningMinneahahaPkwy.yml project card.

One way to do this is to:

  1. When listing specific travel_model_ids, you won't need to specify the A and B nodes
  2. Unless the distance is changing by more than ~1%, we shouldn't be listing them. That should make the number of changes a lot less.
