New managed lane issue #73

@i-am-sijia, the managed and segment_id changes I've made in a log file are not being carried over into the project card.

Note that the managed variable is not updated in the project card. Also, adding the project card to a scenario builder does not appear to write out the change to segment_id. Not sure why that's the case and I'm rerunning that step so I will update as soon as it's done.

The project card step is working. The issue has now been moved to network wrangler https://github.com/wsp-sag/network_wrangler/issues/178
