Make Caliper the maintainer? #3

With @dkyleward now on the inside, wondering if he wants to be the maintainer for this repository as well as wsp-sag/tcadr

Though I realize this could come with additional complications.

I think that has some real advantages. In other news, we have a replacement for tcadr. It doesn't rely on C++ and only imports the data.table package. It's unclear how it will be distributed, but I'm building a case for a Caliper GitHub organization with several of these types of things hosted.

The creation of the package outside of Caliper strikes me as sufficient evidence for keeping it here. Perhaps if a fork maintained by Caliper starts contributing for some period of time?

That's fine with me. Other people at Caliper have developed a public GISDK extension for VSCode, which includes snippets for the new object-oriented components of GISDK. At some point, I plan to copy those over (at least the best ones) and do another pull request.
