Python 3 Upgrade #4

It seems this tool has been dormant for a while, and I just successfully used it after making some minor changes to update it for Python 3.6. I also updated the README to include usage instructions, although that could use a little more (I only added what I used).

Thanks Andrew for the PR. I have to be careful with what I merge into Master, as it needs to be compatible with the specific Python 2.7 installation used by Emme. So even though the code changes look fine to me, I have to test before I can approve. Stay tuned for that.

Addressed in https://github.com/wsp-sag/matrix_converters/commit/170160dd922f03896b08fc23b8cd3516a34956ce, with modifications to work with both Python 2.7 & 3
