8 As a director, I want to add courses to a tournament. #28

[x] define new course w/ times and strokes for each whole.
[x] define a new course w/ course name, location, tees, and number of holes.
[x] a search bar to find a course by name.
[x] Implement PUT Route
[x] Implement Courses Unit Tests
[x] Fix bug where Tees aren't added to CourseForm

This is still in the In Progress tab because although everything has been completed for this issue for Weeks 1 and 2 there is more to do in this tab such as finalizing backend routes for it.
