[TimeSheetPortlet] Not re-use the logon user of the portal #3

There is no code to get the logon user of the portal.

Explanation:
If the portlet is deployed in uPortal, an authenticated user can use the 
portlet without re-login

not implement yet, because have some issue with function insert to developer 
table, this bug are investigating
