A patch with explanation

Limodou, there is a reason I must insist that the strings must be
'Open Command Prompt' and 'Open Windows Explorer'
and *not* 'Open Command Prompt Here' and 'Open Windows Explorer Here'
or any other variation with the word 'Here' added.

There is a reason for this. The Command Prompt is *not* opened *inside* the
Directory Browser, it is *not* *embedded* into the Directory Browser when
you click that context-menu item. The Command Prompt window opens
separately from the Directory Browser, so it is *not* opened 'here' meaning
'inside the Directory Browser pane'.

Limodou, please accept my patch and apply it into the latest SVN version of
UliPad.

This is good patch. I will be very sad if this gets rejected.

Why I use here? Because it doesnot mean the "Directory Browser Window" but "this
position", so it'll open DOS prompt or explorer according current file path or
directory path. And if you know there is a tool of microsoft, you can find it at
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx, and 
there is
a tool named Open Command Window Here, I learnt from it.
