"#" Sign displays incorrectly in Montserrat #197

What steps will reproduce the problem?
1. Compare the "#" character in Montserrat on its page 
(http://www.google.com/webfonts/specimen/Montserrat) in Internet Explorer, 
Opera, and Chrome. You will see that in Chrome the character is filled in, 
while in IE and Opera the character is outlined, but not filled in.
2. Download Montserrat font and try it in Adobe Photoshop and Microsoft Office. 
The # character is not filled in on these documents either.
3. It appears that this character only appears correctly in Chrome.

What is the expected output? What do you see instead?
I expect to see the "#" character in solid black like the rest of the 
characters. Instead, it appears as an outline and not filled in.

What version of the product are you using? On what operating system?
Windows 7, Photoshop Elements 11, Microsoft Office 2010.

Please provide any additional information below.

Only the regular weight of the font has this issue. There is no problem with 
the bold.
