The change is stacked on #68 , #67 and #65 , so please review those first.

How do builds for the nightly images get built every night? Do we need an extra GHA?

Nothing is being built automatically yet. I think that should go in a new PR

By the way, although this includes clients-dev for iRODS 4.3-nightly, it doesn't include built clients because baton doesn't yet build against 4.3-nightly (OpenSSL version bump in 22.04)
