Failure to restart quality_control task after error #454

From RT#557086:

quality_control task exits after job MEMLIMIT is reached. Tried kicking off the run again with increased mem in the config but job is not resubmitted. Percolate log does not complain as it thinks the job is already submitted. Should produce an error and fail the pipeline run or resubmit the job (preferably).

Working directory from original ticket is no longer available. Could attempt to reproduce this and fix in a future pipeline release.
