Very old Test::Compile being used #341

Is this very old version required? It's not available on metacpan.org and backpan.perl.org is down, so currently p4 will not install.

Can we remove the version restriction?

I've just rerun the tests (./Build test) on a machine which has version v3.3.1 of Test::Compile and had no problems. I think we can remove this version restriction. @kjsanger - will you make the change and assign the PR to me? Vice-versa would also be fine with me.
