Consider switching for the non-dev apt package for libssl #41

See this line https://github.com/wtsi-npg/samtools_container/blob/6f7c751066f5184bd7ac58a8902f7c73b94551c7/docker/Dockerfile#L105 we install a dev version of the package and we may only need the non-dev. Take into consideration the dev one may be needed by other steps for irods which follow that line.

Replace with runtime libssl3 package
