Provide a .spec file to build a RPM package #6

A manual install isn't the right thing to rollout these commands to servers. So please provide a spec file, so one can build a simple RPM package containing all these utils. This allows it to leverage existing deployment procedures established in many enterprises.

This is a part of the changelog for CQ Unix Toolkit 1.1.0 released on 15th April 2014.
