Support both versions of AEM dispatcher config in launcher

• remain current behavior - scaffold GAP configuration without AEM dispatcher files when there is no archetype.properties[aemVersion] property,
• detect AEM dispatcher config version in GAP launcher by reading archetype.properties[aemVersion] property (see https://github.com/wttech/gradle-aem-plugin/blob/master/src/main/kotlin/com/cognifide/gradle/aem/common/mvn/MvnBuild.kt#L42),
• make AEM dispatcher config functional by supplementing env/runtime specific config files (mostly adding missing and updating only when really required dispatcher config files).
