If any member is already borrowed any book,admin shouldn't be able to unregister that member #3

Steps to be followed:
1.Log in with Admin and then add 1 book and register 1 member.
2.If that member borrow this book,then before returning that book,Admin should 
not be able to un register that member.
3.After returning the book,user can un register that member.
