Publish to Maven Registry

Please publish the Telestion Core packages to the Maven Registry, so that everyone has access.

Things we need to do:

• [x] Sign up at SonaType JIRA
• [x] Create a new project ticket containing the important information about group id, website, author, etc.
• [x] Wait usually 2 work days for approval
• [x] Set up publish pipeline in Gradle configuration and GitHub Actions
• [x] Publish the first time to the staging repository at SonaType
• [x] Check, if the requirements for a public release are met and make the artifacts public
