Start command #15

implemented rudimentary start command w/corresponding html-template as laid out in #4 we could use this as a general layout for most command functions.

compared between db-features and start-command branches since comparison between master and start-command included commits in files changed in db-features

I've added a [WIP] tag as long as we're comparing this against a different feature branch.
