Support modules from Jetty 9.1.0 distribution #179

The configuration of startup with Jetty 9.1.0 is easier to manage with 
properties and simple modules now (a module is a collection of startup 
libraries + xml configuration + properties. with dependencies on other modules).

This module setup + the ${jetty.base} concepts could be of use with this plugin
