Error message shown in UG for `config` command is wrong #13

when tutorial count or assignment count is less than 1 or greater than 40, the error message shown depends on which value is failing the validation. Below is my output

There can only be one error message displayed and the expected behaviour is that the error message for tutorial count is shown first.
