Since installer may attach sensors to the wudevice, a wudevice may have a couple of different devices located in different locations. We should save the location to a wuobject instead of wudevices.
The other question is to support master side locations which save the locations in the master only for the device which can not accept the set location command.(i.e. Native ZWave sensors).
