ensure that php-cli is installed #50

This simple patch just ensures that php-cli is installed, as upstream images may revert to installing only php-fpm.

Building this fails at the moment because of other issues.

This get's mitigated by the new base image (fuzzy-alpine-php-dev) which already has php-cli.
