Allow changing line number for issue #96

What steps will reproduce the problem?
1. Right-click on source line to create review issue.
2. Write out complete details of issue.
3. Look at source editor and realize the wrong line was referenced.
4-N: Slog through and create new issue, copying the values from the
original issue with the wrong line number to the new issue with the correct
line number.
N+1: Delete original issue.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
3.5.1, WinXP.

Which Eclipse bundle do you have?
A. Eclipse IDE for Java EE Developers
