Changes:

Bumps CI BLAST to v2.15 (in line with SequenceServer Cloud)
Runs JEST tests as well as RSpec
Combined coverage reporting
Sets up chrome using an existing GH action
Fixes jest tests that were broken in master (nobody noticed, because CI was not running Jest)
